After watching some games during FOS this past weekend I notice that quite a few referees were not allowing teams to substitute players late in the game because 'there's no time'. This belief is incorrect. Teams are permitted to substitute players up until the final whistle (assuming they have not already exceeded their maximum number of subs according to competition rules). So even if there is 10 seconds left in the game you have to allow a substitution to take place. Once the sub is complete and play restarts, then you can add an extra 30 seconds (it won't kill you) and end the game. This becomes very important in tournaments or playoff games when coaches may want to get their good shooters on the field for penalty kicks. So remember, subs are allowed up to the very end of a match!
